This NATO Riga TV/Radio/FREE SATELLITE Advisory of 25 Nov 06 provides updated and comprehensive information on facilities for TV and radio for events from 27-29 November in Riga Latvia.
This advisory introduces information about FREE satellite transmission of NATO Riga Summit Host TV video of NATO Riga Summit events and the conferences officially associated with the summit.
Satellite coordinates are at the end of this advisory and posted at www.rigasummit.lv. The satellite downlink is free.
Reminder: The NATO Riga Summit deadline for media accreditation applications was Wednesday, 22 November 2006.

1. Preliminary coverage plans of NATO Riga Summit and related events by Host TV
The schedule of Host TV telecasts of NATO Riga Summit events will follow the media program for the NATO Riga Summit issued by NATO which is posted at both of these sites:

www.rigasummit.lv (Host country official summit site)
Host TV will also provide live coverage of the major sessions of The Riga Conference, including sessions where Riga Conference is joined by the Young Leaders Forum. Both of those major conferences are officially associated with the NATO Riga Summit and the conferences occur in Riga, 27-29 Nov 2006.
Editorial information, schedules and programs of the Riga Conference and of the Young Leaders Forum are already posted at www.rigasummit.lv under CONFERENCES and will be updated as necessary.
Host TV coverage of official public events of the NATO Riga Summit and the Riga Conference will be made available in Riga at the NATO Riga Summit Media Centre, via satellite over Europe with FREE downlink and on live web cast on the internet.
Preliminary schedule for the free downlink satellite transmission is at the end of this advisory and also posted at www.rigasummit.lv Information on the web casts and other material is posted at www.rigasummit.lv under CONFERENCES.

2. Host TV Broadcaster live and tape video of NATO Riga Summit events
Official Host TV of the NATO Riga Summit will be provided by LTV, Latvian Television which is the official host broadcaster for the Government of Latvia.
Host TV acts as official TV and will provide multiple-camera switched feed video of public events for all other broadcasters, even at events where another NATO media coverage pool might be present. Host TV video will be clean continuous video of events as they happen with no editing, no graphics and no additional commentary or audio that is not part of the original event.
Host TV will telecast major events of the NATO Riga Summit that are open to cameras, of NATO Secretary General events, delegation arrivals, leaders’ official group photograph session and major press conferences taking place in the main Press theatre. Host TV will also provide live telecasts of public sessions of The Riga Conference, 27-29 Nov.
The live telecasts from Host TV will be displayed throughout media working areas of the NATO Riga Summit Media Centre on CCTV and these are the telecasts that will be transmitted on the live free satellite.
3. Live Satellite over Europe of Host TV – FREE downlink, No encryption.
From Monday, 27 November through Wednesday, 29 November, many of the public events of the NATO Riga Summit and of the Riga Conference will be transmitted via satellite over all of Europe, FREE OF CHARGE – NO DOWNLINK COSTS – NO ENCRYPTION.
All of these free satellite transmissions of Host TV are being provided as a public service by NATO, by the Government of Latvia and by the policy institutions organizing The Young Leaders Forum and the Riga Conference.
This video and these free satellite transmissions are for use for news and public affairs telecasters and for public education and they may not be used for other commercial purposes.

4. TV and Radio Facilities at the NATO Riga Summit Media Centre
4 (a) TV – Eurovision facilities
Eurovision is co-ordinator of a full range of television facilities at the NATO Riga Summit Media Centre. Eurovision will provide comprehensive broadcast facilities, including editing booths, multiple live feeds of Host TV video, tape playback, and stand-up positions for live or tape program inserts, and editing and transmission facilities.

4 (b) TV – Host TV Video Distribution Recording Point
A recording point for video of Host TV primary channel will be located in the upper level of the Media working areas of the NATO Riga Summit Media Centre. The video at this recording point will be the switched feed LIVE output of Host TV. These feeds are available live only (no playbacks). Media must provide all of their own recording equipment and connections.

4 (c) Radio – EBU coordinated facilities
EBU Radio News is the coordinator to reserve radio editing booths and workspace at the NATO Riga Summit Media Centre. EBU will install sound distribution points in the radio broadcast booths and provide signal and technical assistance and other facilities at the client

4 (d) For Radio: ISDN at the Summit Media Centre
ISDN lines for radio transmissions will be available at the NATO Riga Media Centre. Please inquire at the Information Desk in the Media Centre to use the lines. ISDN lines will be in “Euro ISDN” standard. Media need to provide all their own equipment and connectors including adaptors for Euro ISDN Lines. The use of these lines is FREE of charge at the Riga end and they are provided as a courtesy by the host country, Latvia.
4 (e) TV and Radio studios by appointment at the Summit Media Centre
Studios in the NATO Riga Summit Media Centre can be booked by media for sit down interviews or other studio work on an as-available basis. Broadcasters must provide all their own tapes, discs or other material for recording. Live transmissions from these studios must also be arranged separately by the broadcaster booking the studio.
For TV: One Studio, multi-cam switched feed, control room on site, live recording capability.
For radio: Two studios with control rooms, live or recording capability
Reservations are necessary for the use of these studios. Other requests will be scheduled only if possible.

5. Riga Events live on the internet: Live web casts of events of the official Summit public program and both conferences in separate three streams
Live video and audio web casts will be on the internet of major public events of the official Riga Summit public program and both the RIGA CONFERENCE and the YOUNG LEADERS FORUM.

6. Audio on satellite (free downlink) of events in Riga
Audio from Host TV productions of official NATO Riga Summit events will be available in THREE versions on the free satellite transmissions: THREE AUDIO CHANNELS (1) original language as it happens (no translation added), (2) English translation and (3) French translation.
The Live free satellite transmissions of the Riga Conference are SINGLE CHANNEL, in English only, the official working language of the conference. Latvian language versions of events are available locally in Riga by direct arrangement with Host TV.Audio on the satellite is also free of charge.

7. TV Trucks: Limited space only for live trucks, prior permitting is mandatory, application deadline is 22 November.
The only television trucks permitted onto the property of the NATO Riga Summit Site and Media Centre are trucks for live transmission. SPACE IS LIMITED and reservations and prior permissions are mandatory to acquire the special transport passes for the satellite trucks to enter the security zone. Requests must be received no later than 22 November 2006.
Live trucks that have prior permission and receive the appropriate permits will be admitted to the NATO Summit site during fixed hours: No earlier than 09:00 Sunday, 26 November and no later than 12:00 (mid-day) Tuesday, 28 November. Exact hours to receive trucks on those three days, and other instructions for live trucks will not be in these media advisories but will be sent only to those who are receiving the parking permits.
